    TELEMACO - The steps on repatriation of unaccompanied minors to their families.
    A European comparison of experiences and good practices."

    Description of the project

    Now The Milan Provincia is signing the contract and we can start with the works of the project.
    The first step will be the workshop that will be organised in Lisbon in February 22-25, 2007. (now February 1-4, 2007)
    In this occasion we'll discuss about the timetable of the work and the actions to do.
    The aims of the project are:
     

    • to define repatriation projects for minors
    • to compare the good practices among several European realities.
    • to train local personnel so as to facilitate the performance of the projects.
    • to have confrontation with the realities of the third party nations from which the minors come.
    • International confrontation to acquaint operators with the theme.


    Summary of the project

    The phenomenon of unaccompanied minors, referred to their immigration, which emerged quite some years ago in our cities, is one of the most significant problems for local administrations The group of referring cities has given itself the objective of consolidating and comparing good practices so as to reach the finality of their possible repatriation within their family of origin. The aims of the project are those of defining repatriation projects for minors, comparing good practices among several European realities, training local personnel so as to facilitate the performance of the project, comparing the realities of the third party nations from which the minors come, international confrontation to acquaint operators with the theme. The confrontation will be developed on the following hot points of discussion:
     

    1. The aspects of minor guardianship, the protection system available upon his arrival;
    2. Intervention protocols and the inter-institutional and international network systems among the various competent bodies (services, police, consulates, justice administration, etc.)
    3. Initiatives and steps for accompanying the minor to his country of origin (sociopedagogical aspects)
    4. Integrated formation of operators.


    The partner cities will carry out an analysis of their own present-day realities referred to the theme of programming unaccompanied minors’ repatriation projects, which can be carried out using steps/education projects making repatriation possible (where practicable) or suitable for the minor’s requirements.. These steps must bear in mind the natural rights of the minor to grow up in his own family as well as guaranteeing him his fundamental right, that is, his right to physical and psychological integrity, his right to not become an object of exploitation, sale-purchase or some other illicit trade as well as his right to be educated in a context which doesn’t prejudice his psycho-physical development.

    Trans-national meeting where collections will come information on the good practices with the organization of a final event where results will be diffused.

    The project previews three seminars where partners will participate, with local operators and some expert in the field. The seminars will keep in the winter 2007 (Lisbon 22-25 February), in the summer 2007 (Lubjana 6 - 9 September ) and the autumn 2007 (Milan October 25-28). Some observer cities will take part to the seminars to better diffuse the information and the good practices.

    The information on the phenomenon will be collected through questionnaires and traces of interviews to important operators and privilege witnesses.
